At the outset let me say that I'm not discussing the termination of pregnancy in any broader sense, but limiting it solely to the post-viability dilation and extraction procedure typically now referred to as partial birth abortion.
Personally I find this practice shockingly abhorent and barbaric. The statistics reveal that it's almost never required for the health of the mother and that it's done far more frequently than anyone thinks (maybe as many as ten per day in the US).
Prior to legislation -- being challenged by many groups -- it legally could be performed pretty much until the onset of labor, well past any question of viability. Polls reflect that a majority of folks think it should not be legal -- even those who otherwise defend a woman's right to choose.

You're right, it is barbaric, and has no place in a society as progressive and with the medical and scientific understanding of fetal development we have. It's as embarrassing as people would have you believe our affinity toward the death penalty is - moreso, actually, since very few fetuses commit capital offenses.

I can never understand why more people don't go for the option of adoption, there are plenty of childless couples out there that want babies and can't. Sure the mother has to break a bond with the baby but that can't be any worse than delivering a semi formed fetus can it?
