The division has already happened. The so-called "Iraqi government" is an Iranian puppet state. The real reason we cannot "train" them is because they are riddled with Iranian-backed militia soldiers. Anything we do at this point to make the security forces in Iraq stronger makes the Iranian factions stronger. As a result, both the Sunnis and the Kurds want nothing to do with the "government". The real government of Shiite Iraq are the politico-militia movements, modeled on Hamas and Hezbollah, which are the ones truly supplying governmental services to the Shiites as the so-called "government" hides in the Green Zone. Read this book to see just what a cluster fuck it all is:

The thing that needs to be settled in Iraq is this: is it to be a secular Arab nationalist state, or a collection of religious enclaves? In the past the secularists had the upper hand in Iraqi society, with Shiite Arabs, Sunni Arabs and Christian Arabs forming a socialist majority over the other big power block, fanatically religious Shiites. We have upset the balance of power in Iraq by smashing the nationalists. That this would happen was recognized by General Zinni as the most likely outcome of a US invasion, which is why he and General Shinseki were totally against Rumsfled's idiotic war plan for Iraq:

They saw the most important job immediately after the invasion was as smooth a transition as possible to law and order, which would have required 400,000 troops because Iraq would have to be heavily policed. Rumsfled wiped his asshole with their plans. Petraeus is trying to do now what should have been done then. But the original plan called for the US to hold separate elections in each ethnic section of Iraq, allowing the formation of regional legislatures, which then would reach agreement on a federal Iraq. The integrating force was to be the Iraqi Army. This is something the Bushites refused to do. Instead of regional parliaments forming under peaceful conditions, they carried out this insane plan to form a central government that had no support, outlawing legitmate political parties, dismissing the Iraqi Army, and disbanding the government, sending Iraq into the living hell it is today. And now these same insane shitheads who created this mess want us all to do as they say. Enough!
