Phillipines, Greece, S. Korea, Nicaragua, most of the former Warsaw Pact nations, and more recent than those, Kosovo (in progress). Each a different flavor, requiring different resources. All have become democracies since our involvement with them in nation building of various kinds.
And you are completely wrong and excluding the WWII countries. Taking them off the table is simply a cheap-assed attempt to load the argument in your favor. See, they too, were nation building of a kind.
There is no single, one-size fits-all formula for 'nation building.' Any intervention of any kind that promotes democracy in an uncertain political situation is by definition, nation building.
