This is just a case of sloppy reporting, and trying to make something newsworthy out of standard legal procedures.

Legal compensation is always calculated on potential loss of earnings over the period in question. However it is also normal to deduct what the person would have spent on feeding and housing themselves. To do otherwise would be to 'over-reward' the claimants, as that is what the man-in-the-street has to do with his income..

They should have to pay what any other person off the street would be willing to pay to stay there per diem.

That would be dependent on to whom you ask the question. From the figures quoted, I would guess they are compensated at 3-6 times national average annual earnings. Frankly, I don't know the formula on which they base their figures.

I just have a hard time viewing the ruination of your entire life as worth X amount of cash minus room and board.

No, me neither, but there has to be a formula. I don't think letting the former prisoners set their own compensation would be practical or affordable.

Agreed, I just don't think the formula should include room and board, at least not blatantly. I mean that's quite a slap in the face, isn't it? Kinda like an arsonist charging you for the accelerant he used to burn your house to the ground.
