That is an executive function.
Educate yourself. You cannot veto something that is not there. If Congress does not wish to spend the money, there is nothing to veto. It is the reason why this is the ultimate power in the US system.

I think we will be seeing a defunding of the VP's office for sure, along with a defunding of all the phony "intelligence" agencies, neo-con fronts, that are operating in the Pentagon. Congress can also easily state that money appropriated to the military can not be used to fund operations in Iraq. It has the prez by the balls, because you cannot veto a negative. The things going on right now are simply the Democrats ratcheting up stakes to ascertain public reactions. The public wants Iraq to go away.
I guess you have never heard of checks and balances have you?
Maybe you can point out somewhere in the Constitution where this nonsense you come up with is found? The day that the House of Representative can usurp the power of the President, or any other branch of the Government, is the day I go down town with some close friends and a big pile of ammo. I doubt that we will be alone.

Neither had the GOP from 2000 - 2006.

Obviously, Bruce, you fail to see how the lack of money prevents things from happening. The President cannot create funds with a veto. It is as simple as that. Only Congress can collect taxes and allocate money. The president can veto all he wants, but the only thing that can do is stop the spending of money. He can't create it.

If they had been responsible statesmen instead of partisan politicians, they could have.

This won't happen.

2008 could change that. Or it could not; 18 months is a long time.

Thanks for the recommendation to "educate myself." I always appreciate your thoughtful and polite insights.

While you are technically correct that Congress could simply not fund the supplemental request made by the President, and hence there would no nothing for Bush to veto, this is politically unwise for the Democrats.

They are scoring points against Bush today by pointing out failures in Iraq and casting themselves as the skeptics. But to abandon the troops and not provide the funds necessary to prosecute a war that Congress authorized would be politically foolish. The better course would be to "de-authorize" the war.

Congress cannot take away what it never gave in the first place. It is the Constitution of the United States that gives the President the power to make war.

Don't believe everything you think
