This is analogous to the EPA or DOT. When the new bulbs are available it would just be simple to mandate only bulbs with a specific electical Watts per lumen value or better will be for sale in the USA. A simple funtion of the EPA, like fuel economy standards, air polution standards and the like. If California wants to lead the way, great. Each of these and other, existing, Government agencies has jurisdiction over some aspect of our lives under the belief that there should be standards for our collective behavior for the betterment of all.
In some instances the control is focusesd on preventing uncontrolled spread of disease, or pollution, or human tragedy by imposing engineering and workmanship standards. Cutting energy consumption by employing a new technology is not much different as I see it. And, the cost of a new tech light bulb like an LED is more than offset by the life expectancy compared to a conventional incandescent bulb, while the energy savings over the life of the bulb are an order of magnitude higher, and will only get higher.
