If you actually read what GS said, he uses the word "unwilling". The Japanese, once faced with annihilation, became willing. That is how war actually works, unlike the little "hobby war" your now widely known as an idiot president fights.

Recall that earlier generations faced down fascism and communism not just with missiles and tanks, but with sturdy alliances and enduring convictions. They understood that our power alone cannot protect us, nor does it entitle us to do as we please. Instead, they knew that our power grows through its prudent use; our security emanates from the justness of our cause, the force of our example, the tempering qualities of humility and restraint.

Also FYI Waitangi was a treaty of partnership where the Maori petitioned the Queen to become her subjects, the NZ wars after that was an insurection aganist the New Zealand government. Where the process of land redress comes in is where Maori tribes were in effect ripped off by British interests such as the New Zealand company. It's kinda funny as there was no real concept of owning land but once the Maori worked it out when two tribes had a dispute about who owned a particular area of land the best way to show you owned it was to sell it without the other tribe knowing, so the Maori really did rip eachother off just as much.
Respectfully, can you see the irony here?
