The Japanese started a war of aggression (rather like the U.S. did in Iraq), then accepted their subsequent defeat and all of the baggage that entailed. Completely different scenario, but you already knew that.

Again, you're ignoring the stated conditions. All of the words are equally important. The words at the beginning of the statement are not more important than those that follow. But, if you want a little dogma, here it is. I do firmly believe that defeated aggressors are more likely to accept the imposition of foreign interference with their right to self-determination, than are victims of those aggressors.
