Berger was also treated badly in Clarke's book, and he may have wanted them in his pocket because they excused him somehow, something he could dramatically pull from his pocket from the witness stand if he came under prosecutorial attack, the same technique used by Ashcroft when Jamie Gorelick did it to him. If he had gotten away with stealing them, that would have worked since who is to know whether he should have had them or not. In other words, it was probably for a cheap tit-for-tat political stunt meant to trump Ashcroft's rough handling of Gorelick. Knowing Democrats to be what they are, my guess is Berger was probably banging her.
In any case, there was no malice planned against the US, it was simple human fraility.
