Nope, that's a fact. Saddam renounced his signing-away claims to Kuwait and made one of those manifest destiny, lebensraum claims based on the kingdom of one of the ancient rulers named Darius (there were several of those). He made similar claims and out-right threats at the Arab League Summit prior to invasion and extended his claims to any arab stats which stood in his way.
