The well researched book "Fiasco" goes into great detail on why there was no plan. There actually was one. It was developed in conjunction with Zinni's and Shinseki's plan for the invasion of Iraq, in which the US State Department, and not the Defense Department, would handle the conversion of Iraqi society to a democratic one. The State Department, in conjunction with the Defense Department, developed their own set of plans. Rumsfeld and his neo-cons junked both of them, and fired all the people who had worked on these plans for years. The State Department plan called for maintaining the Iraqi government and putting the Iraqi Army in charge of rebuilding Iraq. Instead, Rumsfeld disbanded them and put his pals in charge of rebuilding Iraq instead, who proceeded to fuck the American taxpayer up the ass for billions while Iraq fell into chaos.
Rumsfeld wanted to showcase his "light force model" in Iraq. Zinni's plann called for using heavy armored divisions for the occupation of Iraq, as he forsaw the need to protect the occupation troops from terroris bombs. Instead they went in with unarmored humvees.
Donald Rumsfeld is personally responsible for hundreds of thousands of dead. he should be arrested.
