MacNamara gave the GI's the M16 and would NOT listen to Colt the manufacturer when they told him it wasn't ready. The grunts paid for that with their lives when the guns jammed in the heat of battle.
The F-4 Phantom was forced down both the Air Force and Navy's throat. It was an overweight lead sled that was forced to play more roles then it possibly could. The F-4 was an interceptor, NOT a dog fighter, but the pilots adapted and worked with what they had since they had no choice. There were other options, but in the name of cost cutting MacNamara rammed through what HE thought was best. It had NOTHING to do with what the military wanted or needed. The following administrations were stuck with what they had on hand because development times were and still are ridiculously long.
The M16 eventually proved to be a decent weapon, after God knows how many modifications, but far from the great weapon it should have been. In Afghanistan and Iraq it's only proven as marginal because of is relatively short range capability. The GI's want something with greater hitting power at long range, and finally some are getting the old M14, and the power of the 7.62 cartridge. As long as the M14 isn't used on full auto, it's a good weapon.
