This is a very interesting conversation about something that happened a long time ago, and is relevant to something that happened again, not so long ago.
Personally I believe that FDR knew that the attack was coming. The evidence is there, everything except "the smoking gun". I DON'T believe he thought the attack was going to be anywhere near the intensity that it turned out to be. We were incredibly lucky that the oil supplies on the islands were missed in the two wave attack. If I remember correctly the third wave was called off because Japanese didn't know where our carriers were, and were afraid that they could have been hurt with a counter attack. The third wave would have been very costly to our efforts, extended the war, and would have likely caused the war to be very much more expensive in overall lives lost.
