The city and state should have stepped up prior to it hitting instead of waiting for the feds to bail them out.
After Katrina they should have turned NO into a giant land fill and not spent one dime to rebuild it.
Funny, most thought the same thing about Atlanta after Sherman came through. But remember, it was not the Hurricane that did the damage, it was the pride of the Corp of Engineers Levy System which failed.
Also, most had hurricane insurance which covers wind and water damage but did not have FLOOD insurance which the nice insurance companies say is what caused the damage to their houses due to the LEVY BREACHES.
The city and state did not expect the levy system to breach. The Hurricane was not the primary problem in NO.
As for rebuilding NO, nobody is going to not rebuild a major US city no matter where it is. LA will be rebuilt if there is an earthquake, Miami for a Hurricane, Atlanta if a series of tornados hit, St. Louis if New Madrid sets off. That is just a fact.
