lets be especially generous and suggest that NYC had 40 acres destroyed on 9/11. And let's also be generous and assume they had 10,000 displaced people and about 3,000 dead.
In New Orleans there were several thousands of acres of the city destroyed. There were about 200,000 displaced or permanently homeless (until they rebuild) and somewhere around 5,000 dead or presumed dead from New Orleans alone.

How much money did NOLA get from Congress? (The total authorization was for the entire impact area, not just NOLA).
I'm not about to say that you're missing the point, but a side note is the fact that much of NO was residential, where as most of New York was commercial.
Then we have the obstructionists that have to have their way with the "Memorial" in the heart of the area. Some want everybody included, even those in the middle east that planned the attack... Is it a memorial for those that died IN, and those that died trying to save those IN the building, or a memorial for everybody that died anywhere for anything? Those people have to be forced to get their act together. Either get it moving or be left out. Give them an assigned area, and get on with the rest of the program, it's time.
