TK, ave race speed can't really be a good indicator because of things like accidents-yellow flags. but yes, arie has the fastest ave and possibly the fastest lap ever too although wheldon might have surpassed it recently.. i can't remember right now.
the best indicator is qualifying laps or the average. i am sure those stats are out there somewhere but once again the fastest speeds were in the 90s. the changover to the new type of motor (indy/cart split) did the speed in quite a bit although they are rebounding lately. just like in all other forms of auto racing rules are tweaked almost yearly so they nip a wing here and there or add some protrusion.. at these speeds it doesn't take much to lose 5 or 10mph. i think the indy chasses is all new every 2 or 3 years so that has quite a bit of effect too.
