Some of what the Lebanese government is saying may be for internal consumption. We're getting some mixed messages from Beirut today. Hopefully they will be an effective force for peace in the south and will exert sovereignty over their entire country.

My feeling is that Hezbollah doesn't want another chance to test Israel's resolve. They already have a "victory" of sorts under their belts and, if they're smart, they will use this sucessful military resistance to leverage their political ambitions.

So Hezbollah says it won't lay down its arms. The Lebanese army and government is on record as saying they will not disarm hezbollah and now Rice is saying it is not UNIFIL's responsibility to disarm Hezbollah but hopes that they will lay down their weapons "voluntarily."

Yeah right.

So the question is: of what use is a UN resolution if it lacks any enforcement capabilities? Of what use is it if it is violated before the ink is even dry on the agreement?

Looks like a farce to me.

So in the end, Israel not only lost the war, it also failed to win the peace.

I think the proper term here is "negotiate", but of course Ms. Rice is unable to explore or discuss that particular avenue, since the U.S. officially considers Hezbollah a "terrorist organization". That doesn't mean that good faith negotiations cannot take place, just that the U.S. in all its arrogance cannot acknowledge it. From the little I've seen, the leader of Hezbollah seems honest and forthright, IOW someone who can be trusted to negotiate, a radical departure from the loathsome Arafat and friends who could be counted on to speak as untruthfully and dishonorably as possible. Frankly, I never understood why Arafat was allowed to die a natural death...

In any case, don't be too anxious bb -- this is going to take a few weeks -- even months -- before Hezbollah can possibly be talked down.

Yes. I should just be more patient.

No sooner did I write the previous post than I saw parts of prime minister Sinora's address to the Lebanese people. In it he does not talk of disarming Hezbollah but does state that no other armed force will be tolerated in south Lebanon other than the Lebanese army. He is clearly walking a tightrope here.

Don't laugh--that's diplomatic speak and is probably considered a legitimate distinction in the halls of the U.N.

One wonders if Israel would have agreed to the cease fire if they knew then what they know now about the hair splitting that Lebanon and the U.S. are engaging in.

A poll showed that 60% of Israelis think that the war should have been prosecuted until a more favorable deal could be struck for Israel. And that's assuming that all provisions of the cease fire will be honored. If they knew then that the basic premises of the cease fire would be called into question I seriously doubt that Israel would have agreed to it.

The question is what did America know and when did they know it?
