Get a reputable mechanic (an oxymoron sometimes) to put a scope on the car and find the real reason. You could have something as simple as a bad spark plug cable cause this. A vacuum leak from one of the many potential failure points, a sensor that gave up, an EHC module that went south.
I've heard that jumpering the air pump so it runs the whole time you're being tested can make a difference (then remove the jumper).
This is not hard, it just takes someone with knowledge to rectify it.
