One of the most tragic figues has got to be the duped Colin Powell, whose political career was ruined by his speech to the UN, which was full of what are now known to be, well, lies. But he is not totally blameless, if one looks at his contradictory quote record:

Before his UN speech, in 2001:

"......the President and I, had a good discussion about the nature of the sanctions -- the fact that the sanctions exist -- not for the purpose of hurting the Iraqi people, but for the purpose of keeping in check Saddam Hussein's ambitions toward developing weapons of mass destruction.
