looks fine to me. I've built a few potato guns before. the best think i've built though was more like a super high pressure blowgun that could shoot drywall screws (head cut off) straight thru 2x4's!! it was a carbon fiber snow ski pole with an air tank (around 2-250 psi) and a big blow off release valve.
as far as "relatively safe" sure! "safe" no. I dont think any type of home-made artillery is safe! but what you have going looks good so far. Be sure to install the ignitor very sturdy.
and, bigger is not always better, a longer barrel, and combustion chamber will be good, but I wouldn't add much diameter to that pipe
