Mexico's Fox Calls Bush Over Border Plan

Mexican President Vicente Fox telephoned President Bush on Sunday to express his concern about what he called the possibility of a "militarized" border between the two nations.

According to Fox's office, Bush told his Mexican counterpart he was considering sending the National Guard to the border but said this did not constitute a militarization.

Bush "is analyzing the administrative and logistical support of part of the National Guard, not the Army, to help police on the border," Fox's office said.

Bush is expected to make a speech on how the United States should deal with border security and illegal immigrants already in the United States on Monday night.

A White House official told The Associated Press on Sunday that Bush will call for thousands of National Guard troops to be deployed along the Mexico border in support of patrols aimed at keeping out illegal immigrants.

White House aides worked into the night Sunday to iron out details of the proposal and allay concerns among lawmakers that using troops to man the border would further burden an overextended military.

The White House official said Bush would propose using troops as a stopgap while the Border Patrol builds up its resources. The troops would play a supportive role to Border Patrol agents, who would maintain primary responsibility for physically guarding the border.

The official spoke on a condition of anonymity before Bush's expected address on the topic on Monday. The official would not say how many troops Bush wanted to use, except that it would be in the thousands but less than an estimate of as many as 10,000 being discussed at the Pentagon.

Bush is considering the National Guard plan as he seeks support from conservatives in Congress for his immigration bill.

The president wants to allow foreigners to get temporary work permits to enter and work in the United States, but many conservatives want a tougher approach on illegal immigrants.

The Mexican news release said Bush and Fox agreed that a comprehensive immigration reform is needed in the United States.

"In the conversation, President Bush reiterated his conviction that the migration issue can only be resolved with an integral and comprehensive reform," the release said.

Fox has lobbied incessantly for the U.S. government to legalize some of the 11 million undocumented migrants living in the United States, about half of whom are Mexicans

I really don't have a problem with this. It's within the President's power, and it's too bad we don't build more bases there where they would really do some good instead of places like Hawaii. That being said, I don't think it will do much good, the Mexicans have been sneaking across the border for like two centuries now, so I assume they have an alternate plan. If they really want to go high tech, they could simply take a plane and overstay their tourist visas, which should be really good for the airlines, or perhaps they could get "lost" while on a shopping trip to Laredo, which is allowed by the way, missing the turn at Fiesta Mart on El Camino and ending up in Chicago by mistake. The whole thing is a stupid joke, with all the chest beaters beating their chests over everything except the one thing that would actually stop this - setting up a national ID system and putting employers who hire these guys in jail. The politicians and AM radio fascists are both bribed by the corporate lobby, so you won't here much out of them on this - instead this will be seen as a big comeback move for Bush, and the corporate media, corporate politicians, and corporate right wing ditto moron machine will all hail the great new day. Just sit back and watch.

As far as borders go, the borders in the south and north are borders in name only. I recently watched a report on a number of U.S./Canada crossings, that are supposed to work on the honor system. There is no physical barrier, only a shack with a video phone that only worked sometimes. You call a customs official, who is 80 miles away, announce yourself and hold up your passport. While this report was filmed, you could see cars crossing in either direction, without even slowing down. Local law enforcement estimate less than 50% use the system. This should make everybody feel real safe. As borders go, the other extreme was crossing into then Tcheoslovakia or even worse, East Germany, before the fall of the U.S.S.R. Tons of barbed wire, minefields, jeep and dog patrols, a death strip with motion activated machine guns, plus border patrol in watch towers with orders of shoot to kill. Hard to describe, but part of it was like going from a full color cinemascope movie to black and white. By the mode of dress it was easy to tell whether someone was from the east or west, and people who spoke the same language were afraid to be seen talking to you. Some of the people there would have willingly made great sacrifices for the freedom to buy and read any publication they wanted to. Nowadays, here and in Europe, too many seem to be content to limit themselves. What a waste. Teutone (aka Horst K)

You made a few good points before ranting into liberalism. I agree with you, more bases should be placed in the border area instead of being placed in areas of the country where they are typically useless for national defense-Hawaii not included. It's time to get out of the WW2 mentality and address the present. I'm a conservative. I was not pleased at all with the speech tonight. Yes, the National Guard will be activated-but to what avail. Listen carefully to their role-training and surveillance. That means unarmed and no powers of enforcement. You'll have a bunch of guys wering camo watching the illegals run across the border with no power to do anything about it. I'm sure there'll be some great video! The national ID card will be worthless-the fakes will be on the market immediately. The only answer in a true military presence on the border, roundup and inprisonment of illegals in the US and regime change in mexico. A real deterrent is necessary to stop the flood of illegals! To address the point of the illegals taking jobs Americans don't want-it's our socialist attitude that's to blame. How can you expect an American to work for minimum wage when he or she canstay home and get welfare, food stamps, WIC, AFDC, Crazy checks, medicade and section8 housing all from Uncle Sam? Cut off the programs, make people work for a living and there would be no demand for an illegal workforce!

I listen to NPR and got really mad about the border town hospitals. The hospitals treat the illegal aliens and the federal government reimburses them. The illegal aliens should come over legally and pay taxes on the income. If they try to come over illegally, just shoot them.

Since the incentives are too good for Americans to stay on welfare, we need a way to hire legal aliens. We should have a system where employers cannot find Americans to fill positions to hire legal aliens. The companies would pay a fee to the agency to hire legal aliens. The agency would collect taxes on the legal aliens and penalize employers for not providing their income to the agency.
