Willow is a stubborn tree. On the other hand, if you want to start a side business, let the shoots grow from the cut stump but weed out the weak ones.
That will alow remainng shoots to grow to a long slender branches which then can be used for basketry.
Never liked the idea of using a poison which then makes into the soil - a repeat application of brine and hot water into series of drillholes made to the outermost area of age ring would probably do the trick. Also, if a stump is relatively small (6" dia - I suppose), covering the stump with black garbage bag to deny sunlight would work, albeit it may take some time.
