Ah good. So it's admitted that conservation helps keep prices down.

But...we've seen higher prices bring disproportionate profits. Won't those be missed? [8D]

That's another illusion. Few years ago we had drought in CA. The water company made a lot of advertisements about water conserving issues and made steep price tiers to penalize big water users.
People did a good job, converted lawns to gravel yards, installed drought-resistant plants.
The result? The water company raised the prices, because low water consumption didn't generate enough profits.
Than couple years ago we had electricity crisis. ....

Don't get me started on the Energy crisis in CA. All the problems with lack of generation were brought upon the state by their own actions. I am not saying some people did not do things that were illegal. But the state of CA wrote the laws, the created the market place and set its rules when they deregulated, they made it very expensive, time consuming, and difficult to build new plants, they made it expensive and difficult to upgrade old plants. They the state gov't wants to whine about the whole situation.
