Worked for me, but I have immigration papers.
BTW being non-fluent will not help.

In NYC, instead of asking if you've been a victim of a violent crime, they asked if you'd been a victim of a violent crime in the last six months! [:0]

Anyway, I agree that ALL citizens should perform jury duty. It's not fun, and it's true that jury trials can be manipulated. But: would you want your own right to trial by jury to be denied henceforth?

Sorry, but you are talking illusions.
I am proud owner of a ticket for driving up-grade at 80 MPH in the VW pickup, that had top speed of 70 MPH on flat with rear wind. I presented to the court a manual showing 44 HP rating and made the pickup available for a test.
The ticket got uphold.
Other thing is, just like OJ Simpson trial shows, after spending millions of $ for prosecution and defense -everything comes-up to flipping the coin.
