American forces discovered an entire terrorist training camp, called Salman Pak, not far from Baghdad. Also, Saddam Hussein's regime gave knowing and deliberate safe haven to well-known terrorists Abu Nidal, Abu Abbas, Abdul Rahman Yasin, Ramzi Yousef, Faisal Naji al-Balwi and the current terrorist mastermind, Abu Musab Zarqawi.

Salman Pak was overrun by American troops on April 6th. Apparently, neither the camp nor the former biological facility has yielded evidence to substantiate the claims made before the war."
It looks like Abu Nidal was "knowingly harbored" in Iraq for about a year before they killed him.
"The Iraqi government later said Abu Nidal had entered the country using a fake Yemeni passport and was not there with their knowledge, but by 2001, at the latest, he was living there openly, in defiance of the Jordanian government, whose state-security court sentenced him to death by hanging in absentia in 2001 for his role in the 1994 assassination of a Jordanian diplomat in Beirut.
On August 19, 2002, al-Ayyam, the official newspaper of the Palestinian Authority, reported that Abu Nidal had died three days earlier of multiple gunshot wounds in his home in the wealthy al-Masbah neighborhood of al-Jadriyah, Baghdad, where the villa he lived in was owned by the Mukhabarat, or Iraqi secret service."
On Yasin, the Iraqi government claimed to put him in prison so I'd say that info is questionable as well.
No evidence that I can tell that Yousef was ever in Iraq.
And Zarqawi was holed up with Ansar Al Islam in the UN controlled Kurdish territories.
