Nov. 16, 2005 - You have to give the man some credit. He may have misled the Bush White House about Iraq’s WMD. He may have evaded the law when he was convicted, in absentia, of embezzlement in Jordan. He may have outraged U.S. occupation officials because of his maneuvering after the invasion. But Ahmad Chalabi just doesn’t quit. Ever.

The onetime Iraqi exile leader, who has a fair chance of completing a stunning political comeback by being elected Iraq’s next prime minister in December, was unrepentant about his role in fomenting the Iraq war at a gathering of longtime friends and supporters in Washington on Tuesday night. In a speech, Chalabi blasted his many critics for “rewriting history� and “repeating lies to justify positions that are no longer tenable.� Alluding to accusations (borne out by a Senate investigation) that his Iraqi National Congress deliberately fed false intelligence to Bush administration hawks, he urged people “to forget … the rumors and innuendo� that were spread about him.

Chalabi told his audience that he backed a Senate defense bill passed earlier Tuesday that declared that 2006 should be “a period of significant transition� for the occupation—Hill-talk for a major drawdown of U.S. forces. The bill’s language “echoes my sentiments,� he said. “The era of 2006 will be the transition to full Iraqi sovereignty in Iraq.� He added that he was confident that the Iraqi government could successfully separate the Sunni community from the extremists, adding that he was certain Jordanian-born terrorist Abu Mussab al-Zarqawi “will be captured or killed by Sunnis.� He added that he was “deeply sorry� for the thousands of U.S. casualties but that “we will prevail.�

Chalabi’s speech was greeted with loud applause and a cry of “next year in Baghdad� from former CIA director James Woolsey, one of the Iraqi’s leading supporters. The gathering at the stately Washington home of lawyer Jeffrey Weiss and his lobbyist wife Juleanna Glover Weiss, two prominent Republicans, featured many early Chalabi supporters such as Woolsey, former Defense Policy Board chairman Richard Perle, Danielle Pletka of the American Enterprise Institute and author Christopher Hitchens.

Earlier in the week, after Chalabi held a series of meetings with senior U.S. officials, including Vice President Dick Cheney and Defense Secretary Donald Rumsfeld—people who wouldn’t see him a year ago—a reporter asked him: was all now forgiven? “Who needs to forgive who?� retorted one of his top aides, Entifadh Qanbar, who has now become deputy military attaché at the Iraqi Embassy in Washington.

In fact, for Chalabi’s Washington supporters, his return to the capital heading into the Dec. 15 election felt like sweet vindication. Many of these hawks had urged the Bush administration to install Chalabi quickly after the March 2003 invasion so that U.S. forces could depart and the time of occupation could be minimized. That advice was rejected, and for more than a year Chalabi was persona non grata, having earned the enmity of Iraq civil administrator L. Paul Bremer III. Last year, after Chalabi was accused of revealing to the Iranians that Americans were eavesdropping on their conversations (a charge he adamantly denies), Chalabi and the INC were all but radioactive in Washington. And in his forthcoming memoirs, Bremer is expected to criticize Chalabi and the Pentagon for interfering with his efforts to set up a broadly based, fully constitutional government.

But Chalabi’s neoconservative supporters, like Perle, argue that it was Bremer himself who botched things. The way to avoid the chaos and bloodshed of the last two years was to have set up an interim Iraqi government led by Chalabi right away, they say. Recently even the U.S. ambassador to Iraq, Zalmay Khalilzad, told NEWSWEEK that things would have gone better in Iraq if the administration had quickly put forward a unifying leader like Hamid Karzai in Afghanistan. “I think a Hamid Karzai-type figure could have been identified early on,� Khalilzad said. “Because when there is a role, usually a person can be found to fill it. But in Afghanistan we immediately went to an Afghan interim government formation. Here we had a period of the CPA [Coaliltion Provisional Authority].� Khalilzad declined to say whether he thought that figure was Chalabi, although the two have been acquaintances for years.

Chalabi still faces a tough political battle in December against other contenders such as Vice President Adel Abdel Mehdi and former interim prime minister Iyad Allawi, his longtime rival in the exile community. But he clearly has brought himself back from the brink of disaster to the precipice of power. Just as he has apparently restored himself to the Bush administration’s good graces, he is already in negotiations with Jordan to resolve his 1992 absentee conviction, which he also considers a false charge. If Chalabi does become prime minister after two years in the political wilderness—indeed in serious legal jeopardy—it would be quite a sharp historical irony.

But perhaps the most striking irony of all would be that, for once, Chalabi, the Bush administration and both Republicans and Democrats in Congress may all be on the same page. As NEWSWEEK reported in early August, the Pentagon has developed a detailed plan to scale down the U.S. troop presence in Iraq to about 80,000 by mid-2006. It now appears that all sides want to make that happen.

aha! chalabi, semi old news on his comeback but he will probably move up in iraqi gov. maybe even be the prime.. we'll see. this guy is some snake oiler. he is actually pretty well hooked up in Iraq and UK and this is just a small step forward. the visit here may actually hurt him at home but he seems to be a very smart man and he'll use it to his advantage. hate of america wasn't (pre-war) as prevalent in iraq as it is/was in other parts of the arab world; mainly it was because of saddam's secularism and semi openness to UK.. chalabi can probably get ahead anyway. he is a shiia and that helps tremendously too. we'll see.. he is in charge of a lot of stuff already.. he'll get his hands on more power this time around if nothing else. and shrub will back him up of course.. that's the only arab we "got" [8)]in our pocket... or v.v.
