Here in Chicago, I have a fool proof phrase. As soon as they come up to you, politely say no, and say "God Bless". After that, they will kiss your ass and will leave you alone.

Have you been hit up by the Wabash Street Transmission Bandit?
Some guy in a really nice suit came up to me once and gave me this long story about how he was dropping his kids off to school on his way to work and the transmission blew. He hasd rushed out of the house as the kids were late and had forgotten his wallet and needed to catch a cab. I gave him a ten spot.
About a month later, same guy.......same story. I told him to stop driving Ford's. I told the story to a group of people one night and it turns out the guy has about a 95% success rate, at least with that group.

Never had that wonderful experience, although I think I have heard of him. I just get the run of the mill Crack Heads.
