The problem with disaster management is that it is mired in "states rights" bullshit and shackeled by laws passed by Jim Crow klan bigots at the end of the 19th century to keep federal troops from interfering with their re-enslavement of black people via segregation laws in the post-Reconstruction South. Look at what happened in Houston as an example of why this sucks, and why we need to get rid of this antiquated bullshit left over from the good ole lynchin' days that the Liber-Anarchists pine for. We live in the Internet Age, and political idealogues want us to live in the Horse and Buggy Age.
I pay 30% plus of my income for a huge defense establishment. There are 300 exits on I-45 between Houston and Dallas. There are 300 helicopters sitting around at Ft. Sill and Ft. Hood, and a few thousand militaty police guys shooting pool in the barracks. Now, wouldn't it be simple to just get their fat asses out of the barracks, and use the helicopters to drop a few of them at each one of those highway exits? Then they could open and close them based on some type of logical disaster plan - opening those the closest to the coast first, etc, using AWAC communication and other sophisticated communication gear that my tax dollars pay for to manage the disaster and keep order. Instead, we depend on the Joe Bullhorn cops in each particular town to do it. Some do, some don't. Even it they do, they have no way to communicate directly with a unit in another town 100 miles away, and they are mired in red tape to the point some type of unified response is impossible. That kind of crap totally fucked up the Texas evacuation. Same thing in LA. Instead of the Feds being in direct command of a multi-state disaster, which in many ways in no different from a foreign invasion, they have to work their way thru red tape from the local to federal level, at a time when response is needed immediately in order to save lives. And now look at what they are doing - like any badly planned organizational structure, it allows all these morons to do the big finger pointing game, and look at them go. Bush points at the guv and the mayor. They point at him. The real problem? The system itself doesn't work.
It's time to kick the Liber-anarchists and their Jim Crow laws out the door, and start managing these disasters with something more that political idealogy. These things need an overall military commander who answers to civilian control, with congressional oversight, instead of depending on a bunch of corrupt Southern Good Ole Boys or the local City Hall Vote Stealing Machine to run the show, while people on the highway are stuck with the results, as Boss Hog's cops are busy porking the local Daisy May or are trying to make do with CB radios the town bought for them, while people run out of gas and fry. It just plain doesn't work.
