Powell was "set-up"? Powell is an intelligence expert and worked directly with the analysts. Powell himself said that the analysts should have been more forthcoming concerning the poorly substantiated nature of the data. Powell said that the analysts should have told him that. Maybe. But on the other hand, should he not have asked direct questions concerning the reliability? Should he not have asked for substantiation? If he did not, then he made a mistake. If he did ask and he received the same intel as the briefing analysts, then he was wrong in his interpretation, too.
The alternative is yet another conspiracy. It could be that Powell is also a member of the cabal and is now worried about indictment and so, is laying the groundwork for a legal defense. This one is especially fun since it involves highly classified information concerning methods and sources. The intelligence committees have seen and have access to this data and filed their own report on it, some of which is public. It alleges poor data and faulty analysis. It does not allege conspiracy.
But a conspiracy is a better political weapon than some dry-ass congressional report and common sense.
