That is absolutely disgusting -- right up with nice crab infestation (eeewwwww!). That said, this is entirely on the pet owner and not on the pet. Some cat-owners clean litter boxes daily -- others wait until the cats are crapping in their owner's potted plants. Most fall somewhere in between. I've had large dogs all my life and they're clean, well-behaved, and spend most of their time in my home. No fleas, no ticks, no dirt, no drooling, no crotch-poking, no jumping -- I won't have it.
That said, shit happens. I had a female Afghan who picked up fleas more than once from squirrels and rabbits in the yard, and I had a male Afghan who picked up dog ticks once (from a groomer no less). In each instance, effects of infestation were immediately apparent and immediately dealt with. I got bit by a flea once through a t-shirt and it hurt. God help these poor animals getting eaten alive by these things.
In any case, you're absolutely right about the cat-people/dog-people thing. I've had and been around a lot of cats in my life -- some I like and some I don't. I've never met a dog I didn't like, but I definitely don't like all dog-owners, particularly those who abuse and neglect their charges.
Now, back to the dog ticks -- it's very unusual for dog ticks to latch onto people (or cats for that matter). I suggest that it may have been in your home for a while -- long enough to be starving. In any case, give the cats a thorough inspection and have the place fumigated. Oh, and shoot the guy in his foot if he tries to bring those poor animals back in your house.
