Yep, definately comes down to what glass you want to use. Canon has a pretty huge selection of high quality lenses and there is a healthy batch of non Canon lenses that are common to both canon and nikons (Sigma, Tamron, etc).
The new rebel looks AWESOME for the money. It is basically the 20D (which I shoot with) with a lighter body. Unlike the previous Rebel, there are not a lot of things they left out.
A couple of things that make it a top pick for me are the amazing startup time (.3 seconds) and amazingly clean high ISO settings. With my 20D, I can shoot with an ISO 800 or 1600 and get a very clean (little noise) image. Much cleaner than anything else out there for the price. It often makes the difference between getting the shot indoors and not getting the shot.
The other thing to do make sure you hold them both in your hand. At the very least hold the D70 and an older Rebel. The Canons and Nikons feel very different in your hand. I have a preference to the Canon control system but that's just what I am used to.
That being said, you will not go wrong with either the Rebel or D70
