Texas study finds little impact on sexual behavior
Updated: 2:56 p.m. ET Feb. 1, 2005HOUSTON - Abstinence-only sex education programs, a major plank in President George W. Bush’s education plan, have had no impact on teenagers’ behavior in his home state of Texas, according to a new study.


Despite taking courses emphasizing abstinence-only themes, teenagers in 29 high schools became increasingly sexually active, mirroring the overall state trends, according to the study conducted by researchers at Texas A&M University.

“We didn’t see any strong indications that these programs were having an impact in the direction desired,� said Dr. Buzz Pruitt, who directed the study.

The study was delivered to the Texas Department of State Health Services, which commissioned it.

The federal government is expected to spend about $130 million to fund programs advocating abstinence in 2005, despite a lack of evidence that they work, Pruitt said.

“The jury is still out, but most of what we’ve discovered shows there’s no evidence the large amount of money spent is having an effect,� he said.

'More concerned about politics than kids'
The study showed about 23 percent of ninth-grade girls, typically 13 to 14 years old, had sex before receiving abstinence education. After taking the course, 29 percent of the girls in the same group said they had had sex.

Boys in the tenth grade, about 14 to 15 years old, showed a more marked increase, from 24 percent to 39 percent, after receiving abstinence education.

Abstinence-only programs, which have sprouted up in schools across the nation, cannot offer information about birth control and must promote the social and health benefits of abstaining from sex.

Pruitt said he hoped the study would bring about changes in the content of abstinence-promoting programs.

“These programs seem to be much more concerned about politics than kids, and we need to get over that,� he said.

One program technique has been to try to bolster students’ self-esteem, based on the theory that self-confident teenagers would not have sex. Those programs, which sometimes do not even mention sex, have shown no effect, Pruitt said.

Other programs that focus on the social norms and expectations appear to be more successful, he said.

It makes me wonder if the approaches we've tried have emphasized sexuality to children. Is the better answer that sexuality is taught by parents in a private environment?

We've tried two concepts with some arguably negative affects. Perhaps it's time to put the subject to another test.

I read somewhere that girls taking abstinance classes and swearing abstinence pledges actually have higher pregnancy rates.

Seems that they have sex as often as other teens but because of their abstinance pledges they don't carry condoms when they break those pledges.

That kind of thing cracks me up.

maybe it's spontaneous parthenogenesis.[:D]

seriously, is it possible that our society is exposing children to sexuality prematurely through a sexually emphasized environment? Given the heightened sensitivity of the young as they pass through puberty, is it wise to indrease the sexual stimuli in thier live? should we actually expect a different result?

By single do you mean divorced, never married or widowed? If you mean never married, what more could she teach them than what her own lack of self control would have taught them? If you mean divorced, then she could teach them the value of making a better choice than she did. If she was widowed then she could do the best she can, as the cards delt her are harsh.

simplistic answers, I know. There is no blanket solution to individualized familial problems.

I think you have it backwards. It's not that we are exposing to sex before they are ready, it's that they are ready and we live in this fantasy land that says teenagers are ignorant about having sex. Go back a hundred years and people were married and with their first kid by the time they were 16.

Kids are sexually mature (physically) at 12 or 13 (actually the age in girls is going down dramtically). IMO it's folly to think little Johnny and Susie are going to have all the working parts and not "try out the equipment" for 5 or 6 years. You can believe that it's a subject best left for the parents but in reality it just doesn't happen.

I don't know why people just don't do what I do. I just tell them I know what they are doing, because I did it too, and then hand them a rubber. After you hand them a rubber, you tell them a bunch of stories on how their dick will rot off if they don't use it. Nothing scares a teenage boy, but that. Its a simple system - Mom gives the big abstinence speeches, I handle the practical side. But then, I have all boys. If I had daughters I'd probably spy on them and kill the first mofo that touched them.

HYPOCRITES!!!! Their parents are the same freaks of the 70's who believed in free love and rampant orgies,... stop forcing fake morals on your kids. If you don't force them they'll usually make better decisions. If not,... it's the parents fault, plain and simple, noone else to blame but them.

I noticed that girls that were allow to have birth control at an earlier age were less sexual than girls that parents forbid sex until 18.

My father took me to a strip joint when I turned 16 and gave me instructions on how use condoms. But he also told me to be careful, because one slip up will ruin my life.

I wish parents would talk to theirs kids about the pros and cons of sex. Ops, I meant the government needs to be responsible about our kids.
