Prior to FDR, not running for a third term was an understood "gentleman's agreement" among presidential office holders. The 22nd amendment was in direct cause to the abuse given the office by FDR. Not becuase he ran for more than two terms, but because he ran when he shouldn't have.He was a very ill man when elected to his fourth term and the Amarican public was kept unaware of it.
It takes years to appeal an amendment and it is doubtful it would get pushed through in 3 or so years needed for Bush to run for a consecutive third term. Silly "dictator" nonsense aside, the person whom this would most realistically benefit is Bill Clinton. If he could have run for a third term, he would have and, no doubt, would have won that election.
