There is one notable exception. Earl Warren was a conservative politcal hack who as governor of California angled a Supreme Court appointment in return for delivering California to Eishenhowser in the 50s. Once Warren got to the court, he "went liberal". Eishenhowser regretted it immensely. If Earl Warren had not been on the court, I doubt if MLK would have got very far - Warren is probably as much responsible for the Civil Rights Revolution as MLK was. Warren was also the leader of the most liberal Supreme Court in history, which expanded human rights and ended Jim Crow. Definitly one of our greatest revolutionaries. Presidents have been very reluctant to appoint political figures ever since.
