Baffin makes kids sizes, and my daughter has a pair. They're tough to find, but some speciality shops carry them.
When she was really little, we bought inexpensive boots from Pay-less and sewed liners for them, making them very warm and cheap too. "Double" boots are the warmest, and making your own works really well.
Being outside with a toddler means standing still, which means cold, cold feet. I have a pair of Baffin boots with an active rating of -70C, which means they're toasty right down to -40 standing still.
