I was watching a video of Vettel's drive around the mock circuit in an Infinity street car. The proximity of houses to the street is just like Monaco. I'm sure there are sufficient barriers that can insulate the homes from the risks associated with the race, but no one has asked the homeowners if they want this and no one has assessed the severe inconvenience it will be for those in the area around the circuit as the construction begins, to get to their homes during the race, or to leave them for that matter.
Monaco's inhabitants accept the GP as part of the atmosphere and exclusivity of living in the principality. There is nothing like that in Weehawken, NJ to drive the citizens to accept the inconvenience.
I don't think this race will ever happen.
