I seems to me that if the dealer was truly a friend, he may have done your mom (and you) a favor by selling a car that had no apparent problems, despite minor damage in the past. This is something that a close inspection can show. Unless he misrepresented the car's condition and charged an excessive price for it, there would seem to be no problem.
I have no doubt that a CarFax report on my own car will show two accidents. In one, a person at a gas station backed into a rear fender, scraping the paint - no sheet metal was bent. In the other, someone turned illegally in front of me, running a stop sign - resulting in my taking off his rear bumper. My car suffered a torn front bumper and a broken plastic bracket on the headlight assembly, requiring its replacement - no other damage, including to sheet metal. Repairs were made by at a dealership. The car is in superb shape - despite two accidents.
