Police models indeed aren't necessarily always faster. They are, however, much more durable and considerably cheaper than similarly-powered civilian versions, due to lack of luxury garbage.
In case of the Charger, a Hemi-powered Police model is some $8,000 cheaper than a similar R/T and some $15,000 cheaper than an admittedly much faster SRT.
In case of an Ecoboost-powered Taurus, the Police model is some $13,000 cheaper than an SHO, and probably marginally quicker, too, due to more aggressive transmission programming.
This is part of why manufacturers try to do what they can to prevent these vehicles from being sold to civilians. They would rather us common folk spend all that extra money for retail models.
The reason why I recommended a vehicle like that to our friend is because what's better for a 16yo than a huge, safe, reliable sedan with warranty, and yet plenty fast enough to be interesting?
