Angry high rpm, low speed

The rpm goes very high around 4000 at speed 20/25mph. Cant drive faster.
Also whenever I change the gear, the car jumps
what might be the problem and what do you think might be the cost to repair it?
Does this need repair at the dealer or any repair shop can do this?

*another information: my check engine light was on for about an year and when I took it to the dealer they said I need to replace "transmission conduction plate" for $1200. Is my current problem related to this?
Also my driving belt was worn out long time ago.

The codes will have to read. It sounds like the electro/hydraulic body may have gone south.

"electro/hydraulic body" - is that very expensive for repairs?
Will it be a good idea to take it to any other mechanic other than the dealer?

Your car is in "limp-home mode", which starts the car in 2nd gear and doesn't shift up or down. This mode is to protect the gearbox because of a fault. There are many causes, one of which could well be your conductor plate.

You need the codes read to determine the fault, then cleared in order to get out of limp mode. Either your MB dealer or an independent MB specialist mechanic could do this.

So following up with the problem:
Took it to dealer and they called me and said the valve body needs to be replaced and quoted $2240 plus tax.
They said that I might need to change the transmission if they find "metal in the fluid", thats another $4/5k.
what should I do? any suggestions

If it is the 7 speed the valve body is amazingly prone to failure. I know that in rare cases the transmission does get replaced.

The fluid can be checked first before you make any decisions. Drain it and examine the pan with the technician to keep them honest. Some wear material like graphite an a trace amount of metal will be on the magnet in the transmission pan. That is normal.

I would also ask the dealer for the transmission codes they pulled on the diagnosis.
