rubber on rubber sound from steering HELP!!!!

Hello yesterday I had two new tyres fitted and the tracking done on my 2002 CLK 209 it was tracked using a hunter system ,the guy who tracked it said it was way out and should now be perfect.

On driving the car home it developed this sound like rubber on rubber every time I moved the steering I took the car back they had it on the ramp sprayed various parts then told me it was nothing that they had done and should take it to my local garage is this coincidence ???

I have read on the forums that this could be the rubber seal in-between the steering wheel and engine bay I have a quick look but cant get to this from inside any help would be greatly appreciated

also when they had it on the ramp off its front wheels turned off the sound would go away only to come back when engine turned on ????

No noise with engine off causes me to think its some engine driven function. Complete shot in the dark.. Power steering pump belt slipping under load? Low fluid level causing pump cavitation?
