2006 Wagon - Steering Problems

Hello and thanks in advance for any help,

I am new to this site and about to buy my first Mercedes. I have just moved to Japan so there is a bit of a language gap to say the least. I am attaching a picture of my car.

From what I am told it is a C Class Wagon that is a Kompressor (says it on the back!)

I am having two problems. One there is a lever on the steering wheel that you can push or pull towards or away from you. This moves the steering wheel in or out. There is a picture on this lever that clearly states it can also go up and down. When pushed up or down I can hear a motor working but it will not go up or down.

Is this broken and if so is that usually a 2k expense to fix?

Second problem (might not be a problem) is that steering is very heavy. What I mean by that is it is a bit difficult to turn. It is very drive-able but doesn't feel like it is steering as intended. My friend is saying it is working as intended and just a heavy steer.

Any advice before I drop 7k into this vehicle? Outside is in good condition and only 35k miles. Will need to use 3-5 years for minimal driving on and off military base.
