88 560 sel shifter operation question

My 1988 560 sel will shift out of park even if the key is not in the ignition. Is this normal? My 1991 560 sel parts car has to be in park to remove the key. Additionally, you have to depress the brake pedal in order to shift from park. The 91 has two cables coming in on the right side of the shifter assembly. One goes to the ignition tumbler, the other goes to the brake pedal. It just seems odd that my 88 shifter doesnt have a lockout of some kind. Anyone else with a 88 sel have this issue, or has my shifter been altered?
I am new to this forum (first question!). Thanks for any help
