I'm not sure why you're worried about California law.
Your sister giving you anything worth more than ten grand is a taxable event under the Internal Revenue Code.
Since it's a sham transaction, though, it probably does not run afoul of the actual guidelines, but it would still be better for her to simply "sell" it to you once she "buys" it.
What bothers me most is the dealer/regional protectionism that MB seems to be practicing...assuming the dealer isn't just blowing smoke.
If you really want to do this, here's an idea: just rent a box for a month from a mailboxes etc. type place in the area near the dealership, rent it as a business name of some kind (your last name plus "and Associates"), print a handful of business cards, then show up at the dealership and buy it as the controlling partner of the business. DMV isn't going to care how it's titled, you'll just have to do a change of address with them after you finalize the transaction with the dealer. And you won't have to worry about any potential issue with the IRS, either.
