Starting problem... HELP!

Hello everyone! First thank you for taking time to read my post, I hope I can get to the bottom of this.
I have a 1995 S600 sedan. About a week ago when starting it chattered as though the battery was low, it will crank and start after a few seconds. I put a charger on it (2 amps) and left it for 18 hours, same problem. I had the battery tested at the Interstate battery place and they say its good. I clean the cables, re installed the battery with no improvement. Thought maybe a starter but when I jump main power to switch power (at the starter) it cranks ok. My buddy came and we put a volt meter on the starter and found we have like 9 volts at the small wire on the starter. Now where do I look? I found a couple of diagrams online but they are difficult to figure out. Anyone seen this before? Any pattern problems.

Remove the ground cable on the battery and clean the connection where the cable meets the body.

Then under the car, the main starter cable runs from the starter to behind an heat shield, remove the shield, then remove the plastic cover and clean this connection, I believe it is a 13 mm nut holding it. Looks like you are having a heavy voltage drop and any bad connection can get hot and create high resistance to create vd.

Also in the passengers front foot well pull the carpet back and remove the large alloy plate and you will find another large red cable, clean this connection.
