Unhappy C180 W203 Low engine idle RPM - Cutting Out

Hi All,
My C180 2002, W203 recently begun cutting out at the traffic lights. The engine is sluggish in 1st gear at low revs. The rpm's during tic-over very erratic, cycling between 700 to 1000 rpm, almost like the governor is trying to hard to regulate engine speed.
Open road driving is perfect, fuel consumption is normal.
Only time engine cuts out is when slowing down to a stop, with leg off the accelerator and clutch pressed, engine rpm falls as expected but drops below 500rpm and cuts out.

Already replaced plugs, air filter and fuel filter.

Any suggestions?
