water in oil

I have 99 E 430 mercedes with 144000 km on it. I notice water on oil lid and white sludge. there is nothing on a dip stick, no level incrise of oil, but I didn't pay att. is the coolant level going down, at least I'm not notice change in coolant level. I live in Canada and now its -10C outside. I have 4,3 km to work one way so daly I make maybu 10 km. Engine don't have chance to achive full working temperature. Anyone have some ideav what is happening?

Some oil EMULSION on oil cap is normal in cold weather and short drives.

Agree with Kajtek1.
Make certain you mix your 10km rides with some 50km ones especially in the colder weather.
