Before you go swapping throttle actuators, when was the last tuneup?

is the check engine light illuminated?? I would recommend taking it to the dealer or a reputable shop that specializes on Mercedes-Benz vehicles. I also recommend original equipment parts since you will run into problems with aftermarket parts. You may save with aftermarket parts, but sometimes they will not work properly. now the 95 C280 has an in-line 6 engine and the throttle bodies do go bad on those, but aftermarket ones don't work all that well. Usually the harness shorts out inside.
