Rust in Primary (in-line) fuel filter

I bought a 1984 240d (from Germany originally) for a very good deal and it runs great.

The problem is a chronically fouling fuel filter. I have changed it every week for the last six weeks, and it is still clogging with a brownish sediment very quickly. I tested the sediment with a magnet, and it is reactive, so I am thinking that it is rust.

My question is this: I changed the fuel tank strainer and while there was some muck, there did not appear to be any rust. Could the rust be from the fuel lines?

I was thinking about rigging an inline filter just after the strainer to see if it clogs with the same stuff.

Any opinions?
