Post Advice on seized brakes and a non-functioning gas pedal


My Mercedes 280TE estate has been stationary since 2005. Although the car starts, both the gas and brake pedals aren't working. The brakes are seized and a fluid has leaked from the underneath of the car. One of the reasons for this is possibly because the brake lines have become weak over the years. I believe this because the power steering is still working and so it doesn't seem that the hydraulic system is at fault.

But sadly I am no expert and I'd gratefully appreciate some advice on what are the most likley problems and how these can be sorted out.

I'd also be very grateful if people could send me approximate figures on how much it would cost to have the brake lines and the hydraulic system both renewed.
