If he was doing 140 and hit you wouldn't you wish somebody said something before it happened.
Are you encouraging this? This isn't smoking the tires in a parking lot. If he hits someone it vehicular homicide. He claims 142 in his Moms car. People don't walk away from crashes at that level. Tell the family of someone he injures you didn't want say anything to ruin his fun. Just pray it's not your friends or relatives.

The "fun" he's having is lying about how fast he went, typical childish behavior. Lying about typical Autobahn speeds and pretending them relevant to Arkansas, seems to another popular childish behavior. The average speed on the very fastest portion of the Autobahn is under 100 mph, and most of it is much slower than that - but again irrelevant to Arkansas.

I bought my sportbike from a friend of mine who was pulled over for doing 120 in a 60mph zone in OH. He went to court over it because it was clocked from the air and not actual radar, said he was accelerating to pass a semi when they clocked him. They reduced it to 100 (IIRC), but he still had his license suspended for six months, paid a huge fine plus court costs, his insurance dropped him when they found out and he lost his job because his employer found out that THEIR insurance dropped him.
It's just not worth it.
I see these kids driving around crazy like that and want to tell them what it could cost.
Your own life, the lives of others, and at the very least what it cost my friend. Who, btw, I haven't talked to in two years and may not even still be alive - he hasn't worked a decent job since...

fyi, I've driven my red Ferrari to 200+mph on Xbox360.

Times have changed and most European countries made speed restrictions.
When I was driving autobahns a generation ago, army tank convoy was driving autobahns faster than average American drives his Mercedes.
Tanks had autobahn speed limit at 120 kph and convoy usually was doing 110 kph.
It is not the speed that kills, but the slow idiot who cuts you off only because he is pissed off with his life.
OK, I vented enough. US and especially California is great place to live, minus lack of drivers education.

Some newspaper once mentioned about the changes in the United Germany after the Berlin Wall fell. Many West Germans stayed off the autobarn because East Germans went on it with unreliable cars and too much freedom to be unpredictable.
